The
International Council for Educational Media 2007 conference will be held on September 20-22, 2007 at CARDET - Intercollege in Nicosia, Cyprus. The conference is organized by the Centre for the Advancement of Research and Development in Educational Technology (CARDET), Intercollege, and the Cyprus Telecommunications Authority. ICEM2007 will be held in conjunction with CARDET’s annual conference on Innovative Learning Environments (ILE 2007).The ICEM/ILE 2007 Conference will be a major scientific event, bringing together media professionals, teachers, academics, teacher educators, and researchers from a number of sectors for an exploration of the challenges and opportunities offered by new and old media. The conference will include keynote speeches from leading researchers, parallel individual paper sessions, symposia, poster sessions, multimedia presentations, and a producer’s forum.

Keynote Speakers & Symposium Leaders
 

Robin Mason, Open University UK
Professor Mason is a specialist in the research and practice of online teaching and learning. She was one of the early pioneers in developing the medium of e-learning for distance education, and completed her PhD on the subject in 1989. Since then she has published prolifically on the web, in journal articles and in seven books. Her research interests centre around online learning communities, assessment methods using the web, and the globalisation of education through new technologies. Her substantive post is Professor of Educational Technology at the UK Open University, where she has designed, tutored and directed a Masters Programme in online education. She has carried out a wide range of evaluations of online courses and technologies both for the UKOU and as consultant for many other projects worldwide.
John Hedberg, President of the International Council for Educational Media
Professor Hedberg is currently President of the International Council for Educational Media. He holds Millennium Innovations Chair in ICT and Education, Head of the School of Education and Director of the Macquarie ICT Innovations Centre at Macquarie University, Sydney, Australia. He was previously Professor of Learning Sciences and Technologies at le of technologies in engaging students in Mathematics, Science, History and Geography classrooms. He is known for the constructivist learning environments he has designed culminating in a British Academy award for an interactive theatre CD-ROM entitled StageStruck. He has wide experience in the design of open and distance learning programs delivered on-line and through CD-ROM. He has published on navigation, cognition and multimodality, design and evaluation in interactive multimedia, the most recent book is Evaluating interactive learning systems with Thomas Reeves has been recently published by Educational Technology publications. He served as Editor-in-chief of Educational Media International from 2000 till 2006.
Marina S. McIsaac, Arizona State University - CARDET
Professor McIsaac was born in Trieste Italy, was educated in Italy, Switzerland and the US and received her Ph.D. in Educational Technology from the University of Wisconsin, Madison. She is currently Professor Emerita from Arizona State University where she was Professor of Educational Technology for over 20 years. She is also the Director of International Relations at CARDET. During that time, her focus was on internet-based technologies, working to provide equal educational access to information for all students. Dr. McIsaac is Immediate Past-President of the International Council for Educational Media (ICEM), a UNESCO affiliated non-governmental organization. She has been President of the International Visual Literacy Association, and President of the International Division of the Association for Educational Communication and Technology (AECT). Dr. McIsaac is the recipient of three Fulbright Scholar Awards. She is President of International Training Associates, through which she does workshops, help design web-based courses, and consults in the field of Educational Technology
Richard Cornell, University of Central Florida
Richard Cornell was the first American ICEM President. After having served five years he happily bowed out at the conclusion of our Granada Congress. In 2003 he retired as Emeritus Professor of Instructional Systems after being at the University of Central Florida for 35 years. He was a Fulbright Senior Specialist at the Kharkov Aeronautical University in Ukraine in 2005 and in May 2007 returned from serving two months as a faculty development advisor to the President of Wenzao Ursuline College of Languages in Kaohsiung, Taiwan. During this period he also lectured in Taipei and at the International College of Sechuan Normal University in Chengdu, China. He served as advisor to the ICEM Executive as needed after completing three years on the Board of Directors of the Association for Educational Communications and Technology. He hopes the remaining eight PhD students will complete their work so he can finally relax.
Florian Philapitsch, Austrian Communications Authority
Florian Philapitsch studied Law at the University of Vienna, he also obtained an LL.M. in Information Law and Legal Informatics in 2002 and a PhD in 2006. In 1998 he co-founded Juridicum Online, Austria's first IT-law-initiative, established at the University of Vienna. From 2002 to 2004 he worked as a Scientific Assistant at the Department of Information Technology Law and Intellectual Property Law at the Vienna University of Economics and Business Administration, specializing in copyright and competition law. In 2007 he became deputy head of the Austrian Communications Authority as supervisory authority over collecting societies. Florian Philapitsch has been active in Creative Commons since 2004 and became Austrian Legal Project Lead for Creative Commons in 2006.

Conference Theme
The theme of this joint conference is: Educational Media and Innovative Practices: Challenges and Visions. The conference will provide an array of theoretical perspectives and applied practices from current developments in education on issues relating to the applications of educational media in addressing educational and societal goals. The aim of the conferences is to examine innovative practices of educational media from a variety of perspectives including educational media use, media production, media distribution, and evaluation on educational media practices. Topics to be covered include but are not limited to the following:

  • Case studies of innovative use of educational media around the world
  • Scenarios and media futures
  • Innovative production and distribution of educational media and content
  • Issues in the design and delivery of digital content
  • Education policy and educational media
  • The role of educational media & technology in sustainable development
  • Media production issues in developing countries
  • Open Source movement and implications for education
  • Issues of access to educational media, equality, and social justice
  • Preparing teachers to develop and teach with new media

About ICEM
ICEM is a non-profit, non-governmental international organization which has been active in the field of educational technology since 1950. Its seat and treasury are maintained in one or more of the member countries. It maintains operational relations with UNESCO and is an NGO affiliate. ICEM has members for more than 30 countries. The ICEM objectives are:

  • To provide a channel for the international exchange and evaluation of information, experience and materials in the field of educational media as they apply to pre-school, primary and secondary education, to technical and vocational, industrial and commercial training, teacher training, continuing and distance education.
  • To foster international liaison among individuals and organizations with professional responsibility in the field of educational media.
